Thanks. Interface provided by ISP is 10M full duplex connected by 
100M Intel Pro/s server adpater in ISA box, let me switch
That NIC from auto into 10M/full duplex. If it works, I will
Send a confirmation post again!

I would say yes. For what ever reason and it doesn't happen often The
auto setting won't send full duplex.  You will have to scan Your own
lines for the actual data. But, setting to full duplex Is the only
way to go.

I recently had the same type of problems with some NIC cards.  At
least
that's what I've narrowed it down too.  After the machine would
process
for awhile it would just halt and not allow traffic from any machine
through
The ISA Box.  After replacing the NICS the problem went away. 
I configured them to be FULL Duplex rather then AUTO.
