I had to test that (too) for the W2K3 SP1 beta rollout for the MS ISA 
deployment.

The code has been cracked!
 
I've got Exchange 2003 RPC over HTTP publishing working with both Web
and Server Publishing Rules! 
 
Tomorrow I will publish the first document in the world that shows you
how to make it work! 
 
I think the problem was that no one could find the "open a port" button
:-)
 
I'll publish the link tomorrow.
