Hey simon,
 
This could be happening due to the lack of a ISA Server 2000 patch that 
corrects the Rules Engine. I used to have this kind of issues too. After it was 
applied, no more ;)

Hi again
I am experiencing some troubles again with preventing access to certain web 
sites. I managed to stop a few of the adult web sites, but I have been asked to 
block www.hotmail.com, ebay.com and msn.com 
 
I placed these addresses in my newly created "Set" called Restricted!
I ensured there was an ACCESS POLICY created called "DENY" under Site & Content 
Rules, but the sites are still viewable, even after leaving the server alone 
overnight!
 
Is there something I am overlooking? I am using the MCSE ISA 2000 book, which 
really is not helping me much :(
Any help or guidance is very welcome :)
 
Also as this is a SBS2k setup, its a single server - the ony ISA that will ever 
be on this network
