No the clients are balanced between isa using normal
Process of NLB. What you do is only setting both isa to use both default
gateways. But the order of setting them on ISA's is inverse.
Your clients use the VIP of the NLB cluster as their gateway.
No change is required. If they already use it.

default gateway and others to use ISA 2?

Ideas of having the 3rd party software do this is greate.
But if you are bound to work under the current budget and Only use the
software and hardware available try this.
I 'v done this and it works but only has one problem let me explain it.
Actually the only thing you need to do is to set both routers ( one for each
of your internet connections ) on both ISA servers. With inverse preference.
I mean on ISA 1 set the ISP1 gateway first and then ISP2 gateway. On ISA2
First set ISP2 gateway and then ISP1 gateway . this is for the sake of Not
saturating only one line and having a sense of load balancing. Between
Actual internet lines. 
The only problem you might see is if one line disconnects , clients which
are using the isa that use that line as the preferred line may small delay
before they can continue to work. 
Try it. Simple and reliable.
