R: Blocked an IP address

Method 1 :Create a destination set for that IP address and use it in a
site and content rule. Start the site and content rule wizard, choose
"deny access based on destination" and choose the destination set you've
just created.

Method 2: packet filter rule, start the wizard, choose "block packet
transmission", choose the protocols you wish to block for that IP (you
may choose all), have it applied to the default ip addresses of the
external interface , specify the ip of the remote computer you wish to
block.

According to your configuration/architecture and a few more things, one
method might be better (if not the only choice) than the other.
