Is the internal server a SNAT client (it's default gateway is the ISA box internal interface)?

I have looked at the directions on who to publish an internal web server
to the internet but its still not working. Im trying to publish a
sharepoint portal site and i dont know if i have to configure proxy
settings with in sharepoint or if the problem im having resides in ISA
2004.

These are the setting i have for my web publishing rule

Action: Allow
From: Anywhere
To: http://192.168.140.12
Traffic: HTTP
Listener: Networks:External Port:80 Https:Disabled
Users: All Users
