I checked under access policy to make sure it was there and it
wasn't..but neither was my other one that actually works. Don't quite
understand why anything worked then. But I added the protocols that were
missing.

But did it on the 2003 server.

Internally I can get to it by the Isa Servers external ip:New Port
Number...but externally it says the computer can't be found...it's hard
for me to test this since I don't have any external connections to use
so I have had a couple friends try. 

I agree with changing the port number method for a little more added
security.
Any ideas why externally it doesn't work?

I concur. It is actually recommended to change the ports, as every one
knows what the standard RDP port number is.
