I think a better solution would be to use:
/exchange* /exchweb* /public*
In the paths of the Destination Set.

Hi Mohammed,
I noticed your destination set is setup as /exchange/*....
When you attempt to access OWA, you must include the '/' after exchange or the publishing rule will not find a match for the URL. This catches a lot of my users. Just a thought...
