Publishing Exchange Server

I am attempting to migrate from groupwise to an Exchange 2000 server. I
followed the procedure - Secure Mail Server Publishing per Tom Shinder's
book. Per recommendation, I did not check the Incoming Microsoft
Exchange/Outlook protocol.
I am unable to access email from the Internet via OWA and my internal
clients cannot access the Exchange server with outlook.
HELP!
