Its only an issue for certs you fry up yourself, unless they can't reach the site. Slowness can be due to a lot of things. You can publish your certificate revocation list (CRL) or disable cert checking on the browsers. The CRL publishing would be easier :) There's a KB article on how to do this, and I wrote about it somewhere, but don't recall if it was in a book or on the Web site.
