Since you're using non-standard ports, you have two choices:
1. change the incoming web requests listener to use that port
2. use server publishing

..option 1 changes the listener for all web publishing, so it's probably not 
your best choice.
..or you can get ISA 2004; it allows custom listening ports per rule.

I created a Destination Set listing xxx.xxx.xxx.xxx as the IP range. I then
created a Web Publishing Rule referencing this destination set and set the
action to redirect the request to 192.168.0.2 for all requests. In the
"Define ports this rule redirects to" section I placed 7080 in the HTTP
redirection port.

This doesn't work.

Have you made, server publishing rule ?
Is 192.168.000.002 behind the ISA or is it in the DMZ ?
