Create a new protocol for your new FTP server called FTP 8821 (TCP
inbound 8821). Then when you create the rule simple select the new
protocol instead of the FTP Server one that you are selecting currently.

On the port 21 rule select the standard FTP server protocol.

Done...

Maybe I should have been clearer..

On my FTP server I have two FTP sites. The default site is listening on
port 21, the other custom site is listening on 8821. Both point to
different home paths.
ISA Server is listening on multiple external IP#s. ( We have a whole
Class C network range).
What I would like ISA to do is
point ftp.ebop.govt.nz  to the internal ftp server listening on port 21.
This already does.

And also point ftp.easternboprecovery.org.nz (coming in on port 21) to
the same internal ftp server but to port 8821.

Is this possible?
