Did you enable ICS on that server?
Did you also get a startup error for the ISA control service?

The event log contains a few entries that might or might not be significant.
1 "The Microsoft Web Proxy service hung on starting" Event ID 7022
2 "The Connection Sharing component could not start because another
process has taken control of the kernel-mode translation module.
This may occur when Internet Connection Sharing has been
enabled for a connection. If this is the case, please disable Internet
Connection Sharing for the connection in the Network Connections
folder and then restart Routing and Remote Access."
Event ID 32007 source ipnathlp
after a reboot I get
3 The Microsoft Web Proxy service terminated unexpectedly
4 "The Microsoft Firewal Service terminated with service-specific error
213005
