Richard, This sounds like you are requiring authentication and/or using maybe Basic authentication instead of integrated? If you control access to the Internet based on Group membership and a member not in this group receives an email which requires connectivity to the Internet, ISA Server is doing its job to ask the user for authentication. What does your authentication setup look like on the Outgoing Web requests tab and how are your S&C and protocol rules configured?
