Proxy 2.0 and AOL Anywhere page

I recently decided to start controlling Internet access on a more granular
level.  I locked down Winsock proxy permissions, and left web proxy open
to alll my users.  My main concern is Instant messaging programs, which no
longer work.
I have a few users here that are trying to use the AOL Anywhere web page
to check their company email from old accounts.  Since I locked down the
Winsock proxy, the started using this web page instead of the standard AOL
client.
I get to the AOL page, and input the username and password, and then it
tries to process a page called login.psp .  After it goes blank for a few
seconds, I get 408/409 not acceptable/resource conflict.
I have tried this from my internal network through proxy and w/o proxy.
