Problems with disabling NOOP command

I noticed that when the NOOP command is disabled in the SMTP filter on the
ISA Server, no mail sent from an Exchange 2000 server can be delivered. I
keep getting SMTP alerts from the ISA server, stating that an unsafe SMTP
command (NOOP) was received. Mail does not get delivered.

On the Exchange 2000 server, mail sent to me stays in the Queue with the
error:

"This is an automatically generated Delivery Status Notification.

THIS IS A WARNING MESSAGE ONLY.

YOU DO NOT NEED TO RESEND YOUR MESSAGE.

Delivery to the following recipients has been delayed."

What can be done to solve this problem?
