Preventing unauthorized upstreaming!?

I have ISA Server in a domain. One of the users, who is an administrator
in a different domain(my domain and his are not authenticated, they are
just physically connected) has configured his own ISA server and gave
access to many users in his domain using my ISA server to upstream all
internet requests. My question is: Is there any configuration in my ISA
server that I have to change to prevent such action?
