You can set up a variety of VPN scenarios (client-server, server-server,
etc.) under "Network Configuration" in the ISA Management console.

Is there any way to use the ISA server as a VPN server as well? 

Since you cant have RRAS running on it, I don't see how, but perhaps im
missing something.
