ISA does, but the most likely issue is that the application doesn't support it. Do some netmon traces and look at the Web page code for non-SSL connections and you'll see what happens. Check out http://isaserver.org/tutorials/2004owa2.html to see how applications need to support what you're trying to do (the sections on how to break OWA publishing are the most topical).
