I see..

Unfortunately, that's not possible outside of Site and Content Rules and
they only apply to Web Proxy-based requests.

Well yeap
But what I confused is

I wanna let only One client in my internal site goes to just the certain ftp
site
It couldn`t be done with Protocol rule by what I got and it couldn`t be done
with Packet filter by your mean . so  ?

I studied isaserver.org. . Alwys its my first place to solving my problem,
any other usefull SHORT-FAST help sites except this one and Microsft help  ?
