Packet Filtering and Protocol rule

Hi folks
I got a bit confused regarding PACKET filtering and Protocol ruls in ISA
is there any resourec that describe them in 1 2 3 format ?
and also in my server i feel that Protocol rule has some delay to take
affact just after write it but Packet filter is effective just after write
it , is it normal ?
