"does not work' is a bit unclear - exactly what is the behavior / errors
seen at the client?

What rules have you created for FTP and POP3?

I have an ISA 2000 server acting as a gateway for my LAN.

I have enabled IP Routing.

Users in my domain are unable to route POP3 traffic without the use of
Firewall client.

I want that without firewall client users should be able to route POP3
traffic.

 

FTP also does not work without firewall client.
