Outside users logging in to a private PC

I have ISA 2000 running on a Windows 2000 sp4 server.
I want to setup a vendor to access a PC on the private network. How do I
go about doing that? Is is like this:
-create client address set (specify the remote public IP )
-create a destination set and point to the public interface of my ISA
firewall
-create a web publishing rule that redirects to the private PC
Do I need a client set?
Any suggestion would be greatly appreciated!
