Outbound FTP acces through ISA 2004

I have recently upgraded my ISA 2000 to ISA 2004. Everything works as well
or better except the outbound FTP access. Anonymous access works OK.
Password-protected access works to some FTP servers but not to others (my
own externally hosted WEB page among them).

I?m using either IE or just creating a new Network Place. I define the FTP
location and the username but when I try to access it won?t prompt me for
the password. It seems that it just sends a blank password associated with
the username I provided and denies access.

I have disabled the default Read Only on the FTP protocol on ISA (in the
Internet Access rule) and applied a patch described in this MS article:

Nothing helped.

Does anyone know more about this?
