Although I have yet to enable OWA on either of my SBS2k3 servers (no pressing need) - this sounds like a permissions issue to me. Verify proper permissions on the relevant directories and virtual server, as well as per each particular user, for appropriate settings. Are you using certificates, or mandatory SSL ?
