Success! I went through everything again and made this change. OWA was
set to use SSL and I needed to create the server pub rule that uses
HTTPS protocol def.

You have the incoming listener setup to use digest? Then do you have the
destination sets? And set the permission on the exchange directory to
useintergrated.

Yes, I completed all the steps in sequence and still could not use OWA
through the external IP.??

Do the ISA Firewall service Rules also need to be enabled? Still does
not work.

Yes; any time you get that response from ISA, there's a rule involved.
Turn on the "Rule#1" and "Rule#2" fields in the WEB log and retry the
connections.

I have two SBS W2K installations with the same problem:  one is an
upgrade, the other is a fresh install. I have selected the default SBS
installations on both. OWA has worked without any problems on previous
SBS4.5 installations..

Symptom: All client OWA connections will not present the Exchange page,
"The page cannot be displayed" "403 Forbidden"

Is there a filter preventing this?
