RPC doesn't work with FBA as we all know. I have tested this rule on my working RPC box and found that I could not get to: https://fqdn/certsrv from an external source; that I would be redirected to the OWA with SSL FBA site instead of being prompted for a username and password and after a page with the error code 403.2 in it. I have even changed the External to localhost paths to publish the entire directory and had the same results.
