Amy,
I strongly believe two thing here, you have an authentication problem.
You may need to set your Outgoing web request to integrated security. I
believe you have this tick on basic authentication. Expand Servers &
Arrays, right click <ServerName> Properties, Outgoing Web Request.
In identification tick should be placed at Use Same Listener...and in
authentication should be integrated ONLY.
