Twurks in 2.5 (also ISA) as well.  Here's my logging section:
;Logging options
EnableLogging=1                ; if 1, log UrlScan activity
PerDayLogging=1                ; if 1, UrlScan will produce a new log each day 
with activity in the form UrlScan.010101.log
PerProcessLogging=0            ; if 1, the UrlScan.log filename will contain a 
PID (ie. UrlScan.123.log)
LoggingDirectory=D:\Program Files\Microsoft ISA Server\URLScanlogs      ;the 
path to save the logfiles in

In URLscan.ini, version 2.0 only apparently.

Configuring URLScan : To configure URLScan to determine which requests
should be rejected, you use URLScan.ini. This is located in the following
folder:

%windir%\system32\inetsrv\urlscan
