We had a case of that once where the sysvol folder was moved (no clue how)
to a folder somewhere else on the hard drive. We moved it back to where it
should have been and that cleared up that error and let us into group policy
editor to look at that policy. Any new policies that we made were ok, but
also showed up in that new spot.

I did, following is what's in the event logs.

 Windows cannot query for the list of Group Policy objects. A message that
describes the reason for this was previously logged by the policy engine.

For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.

Windows cannot access the file gpt.ini for GPO
CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=Dicki
nson
,DC=local. The file must be present at the location
<\\Dickinson.local\sysvol\Dickinson.local\Policies\{31B2F340-016D-11D2-9
45F-
00C04FB984F9}\gpt.ini>. (Access is denied. ). Group Policy processing
aborted.

For more information, see Help and Support Center at
