ISA installs in "all doors closed" mode.
Nothing is passed until you define the rules that ISA operates with.
Take a read in the ISA help and online at www.isaserver.org; that should get 
you started.

  I have installed ISA for the first time. After installation I removed IIS 
from Server2000 to avoid any conflit of ports.

  I wend to client and install the cliend software that was shared by the isa 
server.

  I want to make my clints and Isa server to have browsing access to internet.  
I tried in client it aid and when I tried on Isa server which is directly 
conneted to ISP it failed also.

  What could be and the problem and what shall I try
