New ISA utility

Hello all!
We have a new ISA utility to play with. It goes one step further than the
stupendous isainfo script by examining all
the files on the ISA and determining if they all fit the context of the
installed service pack level.
Feel free to report bugs, complaints, faint praise, etc. to me and I'll make
sure the author (not me, unfortunately)
gets the full brunt of all of it.
