How is Netscape configured? Is it configured to use the name of your ISA server in the Proxy server options of Netscape? Are you forcing authentication on the outgoing web listener? If so, you need to make sure Basic authentication is selected, because Netscape browsers do not understand NTLM authentication. This is most likely your issue.
