Navigation through firewall client

Hi:
 
I have  an  ISAServer SP1 in W2KSP4. Integrated mode.
 
I configured ISA to allow navigation both, through firewall client and  web 
proxy ;   but I noticed  that the site and content rules 
do not apply when the clients are navigating through the firewall client.
 
Is this a miss configuration of my ISA, or the site and content rules only 
apply to the  web proxy service ?
