NO longer able to receive email after changing static IP...

I'm now able to send email from my internal email server, access OWA, my
websites, and RDP externally but I can't receive any email. I'm thinking
there's one item I overlooked but I can figure it out. If I attempt to send
mail to myself from the outside I get the following error a few hours or
days later:

Delivery to the following recipient failed permanently:
me@xxxxxxxxxxxxxxx
