My users sets are not available in rules From/Exceptios fields why?

My ISAServer2004 Enterprise is a member server of my domain and the
Configuration Storage Server.
I had "User sets" defined with domain users and domain groups members, but in
the rules "From/Exception" fields, "Users Sets" are not available Why?
I need to promote the ISA server as an Auxiliar Domain Controler for my domain
(it make sense)?
