Not quite.
It includes a concept known as "connection limits".
By default, all clients are limited to 160 connections per second, after which 
ISA simply ignores them (and logs them, of course).
The bane of ISA 2000 existence were the Slammer, Blaster and Sasser 
self-propagating forms that would suck the life out of a network 
(and proxy / firewall) with their high connect-rate traffic.

What is the reason behind such a statement Jim? What is cleverer in ISA2004

Remember all the times an ISA 2000 box fell victim to other machines that
were infected?
ISA 2004 won't have that problem.

Hi there

Because ISA2004 is not a "free" upgrade from ISA2000, I need to motivate to
the exec why it is necessary to purchase the latest version. I was hoping
you guys could provide some ideas that a manager could relate to.

One of the definite advantages I've read about must be the VPN Quarantine
feature, but if there are any more along a similar vein I would love to hear
about them,
