Monitoring Agent on ISA 2004 Server

The system policies in ISA 2004 allow you to configure services on the
host ISA server like RDP, SMB / CIFS / RPC access, etc.  However it only
allows you to configure those few canned services.  I have not found any
articles that describe how to configure access rules or policies to allow
traffic to other services hosted on an ISA 2004 server.

Basically we have NETIQ AppManager, Veritas Netbackup and HP SIM agents
that we utilze for monitoring and backups.  I have attempted access rules
defining the ports utilized by these applications but I have not had any
success.  Does anyone have any documents to reference or sections in the
good doctor's book?
