MS Transfer Agent Problem

ISA 2004/EE with Windows 2003 (no SP, but all latest hotfixes, etc).

The Microsoft Transfer agent, the tool used to download from the MSDN
subscriber area, is currently blocked. I thought it just used HTTP, but
I guess not; what kind of Allow Rule needs to be setup to support this
download ActiveX control?
