You can create a destination set which contains the URL below (minus any http://) and then define a S&C rule which uses the destination set and allows the user or group access. You also need to make sure that there are no anonymous rules which would allow the user to connect or they would not be restricted to just the one site. HTTP requests will be applied so that all anonymous connections are attempted first, then deny rules, and finally allow rules.
