L2TP connection issue error 791

I'm getting a error message when connecting to my vpn
Error 791 The L2TP connection failed because security policy for the
connection could not be found.
This is a test lab VPN.............all the vpn client connections work
fine if I use a dial up connection to the internet it only fails when I
try to connect through the ISA 2004 server.
I have set up an access rule as described in the isa 2004 book in chapter
9, I still get the same error message. I can connect when using PPTP
through the ISA 2004 Firewall my client computer is set up as a secure nat
client.
