I done something just like this, it requires at least two public ip's assigned one each to two routers. The line from your ISP's cable modem is split by a hub to the two routers. I've set this up using an ISA server and a LinkSys router. This works pretty good, your user's do end up with a little more of a task getting between these then a subnet in your network.
