The isa servers are in integrated mode and we are using them for server 
publishing. 
Yes I am trying to have multiple VIPs for the same cluster because same cluster 
will have both intranet and internet applications. I thought it will work. Can 
you pls explain why it won't?

I am not familiar enough with NLB, but here goes after reviewing diagram.

Are the 2 ISA severing as Cache only, as you show a firewall before ISA1?

It appears you are trying to create 2 virtual IP , one internal and one
external, for the same cluster. I am not sure you can do that.

If the 2 ISA are Cache only, why not just set them up as a group for LB,
then have them point to the web/app server cluster?
