That IP isn't internet-routable, so you shouldn't be able to hit it unless
it's in your LAT, or you have a WAN connection to it.
"Port 95" is only half the question; what protocol (TCP / UDP) does it
require?

I have an internal weather station that needs to be accessed through my ISA
Server on port 95. How can I give access to that port On that particular
computer.
The weather station computer has an address of 172.16.1.99. I should be able
to hit this weather station with my ISA Server external address and port 95.

Any Ideas ??
