Incoming SMTP

Hi All,
I don't know what the hell I turned off, but all incoming SMTP mail keeps
getting blocked at least that's what it says in the packet filter log. I
can see incoming ports trying to connect to 25 but they say blocked.
I deleted all rules for smtp, client sets for my smtp servers, everything
and rebooted.
Then I added them back one at a time. Still shows blocked.
Does anyone know if the ISA 2000 cache or meta data can become corrupt and
could be the cause of this?
