Summary: FTP Servers can support two modes, one is PORT, and the other is PASV. 
Lots of people are using their own router at home right now. So PASV mode has 
been used more and more for connecting to FTP Servers. With the FTP Server 
Protocol Definition in ISA 2004, you can't publish a FTP Server with PASV mode. 
It doesn't open by default. This article corrects the problem.
