ISA web Proxy and Published Servers.

I have a problem with ISA and was wondering if anyone else has seen this
or knows how to fix.
If one of the servers that I have published using ISA (Web site or
Exchange SMTP) is send a file outbound, the webproxy will stop servicing
requests (I get DNS errors and timeouts) till the outbound file has
finished.
All other times it works fine.
Any ideas?
