ISA to ISA VPN

OK another question on this damn vpn...LOL.
I want to assign a specific range of IP addresses to the site to site
vpn No DHCP server on either site, but every restart the rras server is
set for dhcp allocation, and assigns non routable ip's.
What's going on??
