ISA server for 2 Internet Service Provider

Dear all,
I only use 1 ISA server as firewall for 2 ISP
I want to configure and managed ISA server where the user can browse the
internet  to pass by  1 ISP only and can not to pass by different ISP. How
to configure and where I must setting the configuration.
