Create a scheduled task that runs this script at the start of your "off-hours" 
schedule.

Hello!

I allow FTP only in "out of work hours" including
from 12:01PM to 14:00PM.

The problem is that current downloads at 14:01PM aren't aborted,
i.e, ISA wait until the current download is finished!

It's possible configure ISA to abort current FTP sessions, when
the deny rule match work hours time?

One solution is restart ISAs "proxy" and "firewall" services, but it's
not polite!
